In Japan, there is no doctrine to connect strategy to tactics. There are slogans of strategy and individual tactics, but based on strategy, there are doctrines or directions of what to do... Because there is no doctrine, the relationship between tactics and doctrine is mismatched, and it looks like there is no strategy. But isn't it really the doctrine that is missing?
